Attached is the draft Nuclear Free Zone Ordinance I developed and submitted
to the City Manager.  It is based on the ordinance that has been in place in
Takoma Park, MD for 22 years.

This is a staring point, and will undoubtedly be revised based on input from
city staff, the City Council, and the public.

It does not address all of the issue raised in Marco's petition, especially
the issue of Depleted Uranium.

I have met with the City Manager to discuss my draft on several occasions.
Thus far I understand staff has concerns about the Socially Responsible
Investment clause, and the Contracting clause, and the ability of the City
to adhere to these provisions.  We have had good, open conversations, and I
suspect city staff will be suggesting alternative language on June 27th.
