Project for the New American Century: Empire & U.S. Foreign Policy On June 25, 2003, OMJP held a forum and teach-in to discuss "Rebuilding America's Defenses: Strategy, Forces and Resources For a New Century," a blueprint for U.S. global domination published by the Project for the New American Century, whose principals include key Bush administration figures: Dick Cheney, Jeb Bush, Elliott Abrams, Richard Armitage, Richard Perle, Donald Rumsfeld, Paul Wolfowitz, Robert Zoellick, and John Bolton. The report advocates preserving and increasing U.S. global "preeminence" through various military means, i.e. nuclear weapon development and testing, deploying large numbers of U.S. forces worldwide, reconfiguration and repositioning of the "worldwide archipelago of US [military] bases," and transformation of the art of warfare into new dimensions, e.g. biological warfare, the Internet and space. The report also questioned whether, in 2000, the U.S. had the resolve necessary to shape the 21st century in a manner favorable to American principles and interests, "absent some catastrophic and catalyzing event—like a new Pearl Harbor."
